| Asian Human Network Databank Terms of Use |

These terms stipulate the various conditions needed regarding use of the Asian Human Network Databank presented by the Asian Human Network Databank Secretariat.
Those wishing to register in the Asian Human Network Databank may apply after agreeing to these terms.
These terms can be updated as necessary. The latest copy of the terms will be posted on the Asian Human Network Databank website.

Chapter 1 General Rules, Definition
|
|

|
Article 1 (General Rules) |
|
|
These terms stipulate items related to the Asian Human Network Databank. |
|
 |
|
Article 2 (Secretariat) |
|
|
The Asian Human Network Databank Secretariat (hereinafter, Secretariat) is located in the International Joint Projects, International Affairs Division, Headquarters of the Governor of Tokyo, Tokyo Metropolitan Government. |
|
 |
|
Chapter 2 Asian Human Network Databank Registration
|
|
 |
|
Article 3 (Objective) |
|
|
The Asian Human Network Databank has the objective of promoting the formation of a human network among those who are registered in it. |
|
 |
|
Article 4 (Registered Parties) |
|
|
Those eligible to register in the Asian Human Network Databank are the following:
| (1) |
Those who have taken part in a joint project conducted by the Asian Network of Major Cities 21 |
| (2) |
Those who have taken part in an Asian personnel development project conducted by the Tokyo Metropolitan Government |
| (3) |
Others whose registration has been approved by the secretariat

|
Article 5 (Registration) |
|
|
Registration in the Asian Human Network Databank can be accomplished through any of the following means after agreeing to these terms, and allows for a request to be made to register with the Asian Human Network Databank, subscription to the web magazine and participation in the mailing list.

Applications for registration through registration forms distributed by the Secretariat |
| (2) |
Applications for registration made through the form listed on the Asian Human Network Databank website |
| (3) |
Applications for registration made through other registration papers or registration forms provided by the Secretariat |

Article 6 (Changing Registration Details) |
|
|
| (1) |
In the event of changes to the details of the information provided at the time of registration, those registered in the Asian Human Network Databank (hereinafter, Registrant) must, using the method prescribed by the Secretariat, make prompt notification of the changes. |
| (2) |
In the event that no notification has been made of any changes, the Secretariat will regard the currently registered contact references as the Registrant’s valid contact references and will send all types of applicable notification to those contact references. |
|

|
Article 7 (Withdrawal) |
|
|
Withdrawal is based on the Registrant's application, and the Secretariat will delete all the Registrant’s registration information.
|

|
Chapter 3 Web Magazine
|
|
 |
|
Article 8 (Objective) |
|
|
The Web Magazine is provided with the objective of continually providing Registrants with information about Asian Network of Major Cities 21 Joint Projects or Asian human development projects carried out by the Tokyo Metropolitan Government, and will be issued by the Secretariat. |
|
 |
|
Article 9 (Definition of Terms) |
|
|
For these Terms, (Subscriber) is defined as those who have applied to subscribe to the Web Magazine after having agreed to these Terms. |
|
 |
|
Article 10 (Delivery of the Web Magazine) |
|
|
The Secretariat will deliver the Web Magazine following the procedures outlined in Article 5 and is applicable to those who have applied to subscribe to the Web Magazine. |
|
 |
|
Article 11 (Cessation of Delivery of the Web Magazine) |
|
|
| (1) |
Subscribers can end delivery of the Web Magazine upon making an application to the Secretariat. |
| (2) |
In the event that delivery to the Subscriber’s designated e-mail account results in an error in which the mail is not received, the Secretariat can cease delivery to that address. |
|
|

|
Article 12 (Copyright) |
|
|
| (1) |
The Secretariat will retain the Copyright over the Web Magazine. |
| (2) |
Contents of the Web Magazine will be protected under the Copyright Law and the contents must not, either partially or in full, be reproduced, copied, changed, broadcast, distributed or printed. |
| (3) |
The Web Magazine is provided for the private use of Web Magazine users and must not be used for commercial purposes or be re-sold. |

|
Article 13 (Forbidden Items) |
|
|
In the event that any of the following occurs, the Subscriber's registration can be cancelled without prior notification:
| (1) |
Delivered contents are reproduced without the permission of the Secretariat. |
| (2) |
Applications are made based on a third party e-mail address or contain false information. |
| (3) |
Any act that causes damage to this Web Magazine's social trust. |
| (4) |
Any other act the Secretariat deems to be in violation of its professional duties. |

Article 14 (Web Magazine Cessation, Completion, etc.) |
|
|
This Web Magazine may, at the discretion of the Secretariat, cease or complete publication at any time without the concurrence of Subscribers.
| (1) |
In the event that the Web Magazine will cease or complete publication, the Secretariat will notify Subscribers in advance. |
| (2) |
Following cessation or completion of publication of the Web Magazine, the Secretariat may delete all data related to the Web Magazine, and the Secretariat will have no obligation regarding the archiving of data. |

Article 15 (Disclaimer) |
|
|
| (1) |
The Secretariat will not be held to have responsibility regarding any of the effects resulting from the contents of the Web Magazine. |
| (2) |
The Secretariat will not make any guarantees about the integrity, accuracy or any other aspect of the information distributed through the Web Magazine. |
| (3) |
The Secretariat will not be held responsible in any way for any effects caused by delays or non-arrival of the delivery of this Web Magazine. |
| (4) |
The Secretariat will not be held responsible in any way for acts in which Subscribers violate the items stipulated in Article 13, or in the event that damage is incurred by a third party. |

Chapter 4 Mailing List
|
|
 |
|
Article 16 (Objective of Use) |
|
|
This Mailing List will be used with the objective of helping to promote the exchange of information between those who are registered with the Asian Human Network Databank. |
|
 |
|
Article 17 (Definition of Terms) |
|
|
For these Terms, (Participant) will mean those who are registered on the Mailing List after having agreed to these Terms. |
|
 |
|
Article 18 (Use of the Mailing List) |
|
|
| (1) |
Participants may send mail to all Participants of the Mailing List by making submissions. |
| (2) |
Submissions are the responsibility of the individuals who post them and, as a general rule, the name of the submitter should be clearly displayed. |
| (3) |
Submissions are to be made in text format, without file attachments or confirmation of receipt. |
| (4) |
The Mailing addresses of Subscribers will be made public to other
Subscribers within the list. |

Article 19 (Cessation of Participation in the Mailing List) |
|
|
| (1) |
Participants may cease participation in the Mailing List upon making an application to the Secretariat. |
| (2) |
In the event that delivery of Mailing List submissions to the Participant’s designated e-mail account results in an error in which the e-mail is not received, the Secretariat can cease delivery of submissions to that address. |
|
|

|
Article 20 (Forbidden Items) |
|
|
Participants' can be de-registered from the Mailing List without notification in the event that any of the following take place:
| (1) |
Posting of contents that is illegal or anti-social, or contents that goes against public order and morals. |
| (2) |
Making submissions that are profit-oriented. |
| (3) |
Making submissions that differ from the objective of the Mailing List. |
| (4) |
Reproducing submission contents without the permission of the Secretariat. |
| (5) |
Fraudulent use of private information including Participants’ e-mail addresses. |
| (6) |
Any act that causes damage to the Secretariat, a Participant, or any third party in terms of their intellectual property rights, right to expression, patent rights, corporate confidentiality, etc., or any act that causes disadvantage to the Secretariat, or to a third party. |
| (7) |
Any act that obstructs or disrupts this Mailing List or the servers, computer systems or networks on which this Mailing List is connected. |
| (8) |
Intentionally sending junk mail, spam, chain letters, computer viruses, etc,. or other harmful computer malware. |
| (9) |
Using or gathering private information including the e-mail addresses of third parties without the approval of the applicable individual. |
| (10) |
Making applications while using a third party's e-mail address or based on false information. |
| (11) |
Any act that causes damage to this Mailing List's social trust. |
| (12) |
Any other act the Secretariat deems to be in violation of its professional duties. |

Article 21 (Mailing List Cessation, Completion, etc.) |
|
|
This Mailing List may, at the discretion of the Secretariat, cease or complete distribution at any time without the prior concurrence of Participants.
| (1) |
In the event that the Mailing List will cease or complete publication, the Secretariat will notify Participants in advance. |
| (2) |
Following cessation or completion of publication of the Mailing List, the Secretariat may delete all data related to the Mailing List, and the Secretariat will have no obligation regarding the archiving of data. |

Chapter 5 Other Items

Article 23 (Changes to Terms of Use) |
|
|
The Secretariat may make changes to these Terms at any time. |
|
 |
|
Article 24 (Management of Private Information) |
|
|
| (1) |
Registrants’ private information supplied at the time of registration, or upon notification of changes in registration details, will be handled in accordance with the requirements of the “Tokyo Metropolitan Government Ordinance Regarding the Protection of Private Information.” (Ordinance No. 113, December 21, 1990). |
| (2) |
Registration information, records of use or any other information related to those who take part will not be used in any way other than for the objectives in which this service is presented or as part of the system management. |
